Wouter Louis Benard is a Dutch banker. He served as the first governor of the Bank of Namibia from 1990 to 1991, and was also affiliated with De Nederlandsche Bank and the International Monetary Fund (IMF).


At some point, Benard became associated with De Nederlandsche Bank, the central bank of the Netherlands, and the IMF. He aided in the establishment of the Bank of Namibia in 1990, and was appointed as its first governor that year by President Sam Nujoma (1929–). His governance of the institution was short-lived, being succeeded by Swedish banker Erik Karlsson less than a year later, in 1991.
